CBN Form M and NXP in Nigeria: Import and Export Documentation

Form M is the electronic import documentation record used by Nigerian importers; NXP is the export proceeds form used for formal exports. This guide explains the distinct roles and the documents exporters and importers should coordinate before shipment.

This article is general trade information, not legal, tax, banking or customs advice. Nigerian rules and portal workflows can change. The importer/exporter must verify the current requirements with the relevant authority, authorised dealer bank and licensed customs agent before committing or dispatching cargo.

Form M and NXP are not interchangeable

Form M belongs to the import side of a transaction and is initiated by the Nigerian importer through an authorised dealer bank. NXP is used for export transactions and is processed through the exporter’s bank. An Indian seller shipping biscuits to Nigeria will normally coordinate with the Nigerian buyer on Form M and product approvals; the Indian exporter does not open the buyer’s Form M.

Prepare the proforma invoice carefully

The proforma invoice should show the seller and buyer legal names, full addresses, product description, brand, pack size, quantity, unit price, currency, Incoterm, country of origin, HS code proposal and shipment terms. Keep descriptions consistent across the Form M, final invoice, packing list, certificate of origin and transport document.

Bank and Single Window workflow

The importer should confirm the current workflow with its authorised dealer bank and the Nigeria Single Window Trade Portal. The National Single Window is now the central digital entry point for multiple trade processes. Some agency certificate generation steps may still involve agency or accredited partner systems, while activation and import-permit processes can be routed through NSW.

Validity and foreign-exchange planning

Do not rely on a generic six-month or twelve-month validity statement for every Form M. Validity, extension, product category and capital-equipment treatment must be checked against the current CBN circular, bank instructions and portal rules applicable on the registration date. Form M registration is not a guarantee of FX allocation or access to foreign currency.

Avoid bank-level delays

Send the bank a complete proforma invoice and supporting product approvals early. Resolve discrepancies in importer name, beneficiary bank details, currency, HS code, origin, quantity and Incoterm before the record is submitted. Ask the bank to confirm the current checklist, amendment procedure, expiry date and any documentary conditions in writing.

Practical checklist before shipment

  • Confirm the correct HS code, product description, origin and applicable tariff.
  • Check current permits, product registration and conformity certificates before loading.
  • Match invoice, packing list, transport document, origin evidence and bank/portal records.
  • Ask the Nigerian importer and licensed customs agent to confirm the live clearance workflow.
